Aftermarket cruise controls used to be available.
They relied on magnets wired to the drive shaft with a sensor that picked up the revolutions.
These days most cars will have the electrical wiring already in the vehicle loom(s). So you would be best to look to Ford or wrecking Fiesta to pick up the required bits and pieces. Including a new steering wheel of course.
