Fog lights on is only easy pickings because its like a " Look at me" advertisment. Harder to pick someone only doing 5-10k over the limit or useing mobile etc. Either way it is illegal to use them unless in "adverse conditions" . And adverse conditions isn't in the middle of a bright sunny day.
