As for normal behaviour, I think you'll find in the big scheme of things, those caught speeding are still a minority.
Modern cars are safer, but humans haven't changed. It's the humans that are predictable.
If the govt announced there would be no penalty for exceeding the speed limit, what speed would you drive? There's your answer as to why they don't announce tolerances in most states. Human psychology 101.
