to do it properly and more importantly reliably, estimate the other side of $6k.

As always there are many ways around this.
All different costs with all different results.
I have built many e series turbo setups from the base 200 rwkw setup to over 350 rwkw.

He could boost it, but how long it lasted/how much power it makes would be another story.

$500 is a joke.

You would want to have a manifold, reg and turbo lying around. They're not cheap parts, plus piping, exhaust, tune, ect.

Id doubt him, sounds like he is full of shiz!

I turbo'd mine for around about $5500.

Including:
Turbo,
Turbo Manifold,
Wastegate
Vortech FMU,
Autometer Boost Guage,
Custom 3' into 2 1/2' Exhaust,
Intercooler,
Intercooler Pipeing,
Silicon Joiners,
Hose Clamps.
And other little things here and there.

My kit is a Snort Performance/CVE Performance Stage 5 kit.

unless the turbo has been stored in the mud for the last 10 years, you still have plenty of other parts that need to be attached, usually above $2000 and people stop laughing ....like yagz said, its a joke

If you want lees than 5psi then $2000, if you can find a secondhand kit. For 10psi about $5000. For 10psi + 10,000+. If you want to buy all new gear then add more $$$$$
