Default Dash has to come out?

Heres my problem, i got my car serviced at ultratune on tuesday. I asked them to do a roadworthy check for me and they came back saying that my front left tyre is bold and my front dermist doesnt switch over.

I already new that the front dermist didnt work and i thought i could repair it for a maximum of $300. Well thats not that case, ultratune wanted $700 to repair it!!. So i went to have a look at the from dermist myself. The dermist actually works but when you turn up the fan to full it makes a sound then stops blowing from the front?. If u turn it back down it works again............is this problem really worth $700?

Also if anyone knows of any good places that can fix this problem in melbourne, i would much appreciate it
