Default WT Fiesta 12V socket

Hey, got a friend with a WT Fiesta and his battery has been draining on multiple occassions.

Before I get the multimeter out and fangle around with probing I'm just wondering if the 12V socket is always-on as standard on these cars?

He has one of those FM bluetooth transmitters and when he came back to his car parked after many hours it was still powered on. I think that could be the culprit but is it standard that 12V is always-on or is this something I'll have to de-modify?
