I don’t know about the ACT but as of 25 February 2019 is was still illegal in NSW not that that would ever stop some people doing a wide range of mods.

To quote the NSW Government Transport Roads & Maritime Services Vehicle Standards Information No. 9 – Guidelines for alternative wheels and tyres:

The wheel must be designed for the particular hub/axle in respect to bolt pitch circle diameter and wheel nut tapers. Wheels with slotted stud holes must not be used.

Make sure the rims are given a good refurbish job so the coating well and truly hides the re-sleeving otherwise I'd suspect an insurance assessor would baulk if the vehicle was ever involved in an accident claim.
