The PROCESS is that you claim on YOUR Insurance, simple as, and THEY sort it out with the other insurer. If he wasn't insured, they would go after him.
Naturally, his insurance company doesn't want to talk to you, why would they? The system WORKS, and for some reason you don't want to play along?
Contrary to popular misconception, you have no right to deal with his insurer, only he has. For PRACTICAL reasons, if you had NO insurance, and liability was clear-cut, his insurer would generally do the right thing, intercede on his behalf, and accept liability. Since you have your own insurance, they're not interested.

If you want a hire car when your car is damaged, YOU need to pay for insurance that covers that. (Again, that's how it works.) Not sure about Shannons, but most insurers will offer that for an extra premium.
If you must have that car, your best bet is to find a repairer that provides loaners.

The one thing you can usually get away with is using a repairer of your choice. YOU do the running around, get a quote from them, (and often from a 2nd repairer of your choice) and submit those with your claim to Shannons. Most of the time they will accept those.
The important thing is to NOT leave your car anywhere that Shannons can get hold of it, or they will move it to one of their preferred yards.

Yeah, youre partly right there, BUT, some companies will not cover cars with pre-existing damage, I had this happen first hand on my now exes 40k Honda.
We had minor car park damage happen at different times to different parts of the car. Made the claim (well, technically 2), all approved for repair, but we never went ahead with getting the quotes done and booking it in. 3 Months later we received a registered letter saying that Allianz have cancelled the policy, thanks, all finished.
If you read any PDS it will state that the company can under certain conditions cancel the policy without notice and treat the policy "as if it never existed" (or words to that effect)
So, I understand not all companies will take this stand, just the OP needs to be quite clear in exactly what obligations Shannons will put on him in this instance.

Read the legislation. If my insurance sent me a letter, I would fight them.

Using the repairer of your choice depends on how the claim is lodge with. if you lodge a claim with your insurance company, they will choose who repairs the car, even if you get them quotes. if you go through the claim of the other persons insurance, you only have to get 1 quote and the car can repaired at the shop of your choice after teh go ahead from the insurance company.

Shannon’s will want to assess the car with their own assessors, you have no choice if you lodge a claim with your own insurance company.

Depending how you go about repairing your car, you will still have to get it asses by an insurance assessor.

I've always had my cars repaired by my preferred insurer. I loved that guy; he looked at my EF and asked if I had hit a Roo? ****ed himself when I replied "no, a Hyundai." When he'd regained some composure he says "don't get me wrong, I love Hyundais, they keep me in business, but my wife and kids all get Falcons." Sadly he retired and sold the business to an idiot.

Yes, this is the simplest method to achieve repairs.

This is not exactly true. Once you have the claim number you have every right to contact the insurer.

Not exactly correct. If YOU are at fault, YOU are not entitled to a replacement vehicle unless you ticked the box. If YOU are NOT at fault, you are entitled to a replacement vehicle and there are companies who will direct bill.

If YOU are at fault, most PDS do not give you the option of repairer, most not all. If YOU are NOT at fault, you have 100% choice of repairer if you are going through the at fault parties insurance.
Why? Because YOU do not have a contract with the ie insurance policy.

Nope, Shannons provide choice of repairer.

I've just processed 3 Suncorp third party repairs in the last week. Each and every one of the third party (not at fault) parties had 100% choice of repairer and each one of them is in a free of charge rental vehicle for the length of the repair time. And I've got 2 next week and 1 the week after so far.

So it's all sorted guys, shannons contacted me today and told me they have direct debited into my account.
I told them I will send pictures and let them know once I get the car fixed.

They only got me to get one quote and they just assessed it from the pictures that were sent by the panel shop. They didn't request a second quote. (I guess they would if it was a more expensive claim)

In regards to me talking with the other company, they made first contact with me when the guy finally made a claim.
