Default Engineering cert

I have a laser which we have put a twin cam motor in.

ie 93 KH laser 4 door 1.6ltr single carb single cam replaced by 1.8ltr efi dohc extractors and exhaust with stock cat out of 92 KF TX3

What I would like to know is, does it have to be engineered and if so how do I find out what the engineer is looking for etc.
Any help would be appreciated.

no i dont think you will need one
if the KH was avalible with that motor you got no worries
and if it wasnt its still the same as a KF so it should be easy to get one,(kinda like putting a EFI 5.0 from an EB in a EA
